APIs as an AI control plane

When an agent takes an action - reads a record, issues a refund, updates inventory - it does so through an API. Treating APIs as a managed control plane is what makes autonomous action safe, observable, and reusable across the enterprise.

APIs are the agent’s hands
An agent’s reasoning is only as safe as the actions it can take. Exposing capabilities as managed APIs (and MCP tools) means every action inherits authentication, rate limits, and logging - instead of granting agents direct, ungoverned access to systems of record.
Universal API Management (UAPIM)
Universal API Management extends management and governance across all your APIs regardless of where they run, and API-led connectivity organizes them into reusable layers. Together they form the control plane that agent workflows act through (MuleSoft documentation).
One surface, many consumers
From control plane to fabric
Because actions are already managed APIs, the fabric can then Discover them (catalog agents and MCP servers) and Govern them (enforce policy at the Omni Gateway) - the subjects of the next two lessons.
